The Strategic
Thrusts have two main components, namely the economic
development and social development.
Economic Development
Thrust
The economic development strategic thrusts include the following:
To strengthen existing principal
economic drivers
To develop new sources of growth
in each sector and explore the possibilities of developing
certain incipient clusters and/or seed new clusters
To strengthen support industries
including SMEs/Bumiputera Commercial & Industrial
Community (BCIC)
To strengthen the key enabling factors
and basic economic foundations including both ‘hard’
and ‘soft’ infrastructure
To induce greater investment
both domestic and FDI to all sectors
To strengthen national and international
economic linkages
To enhance growth in labour and total productivity
in all sectors through the enhancement of investment in
skills upgrading, the acquisition and application of modern
technology and innovation
Social Development Thrust
The social development strategic thrusts have two key aspects:
Social
Development Strategic Thrust 1
The Strategic Thrust 1 is aimed at
the eradication of poverty, benefiting all ethnic groups
in the ECER. This thrust includes :-
To reduce incidence of poverty
by increasing both the farm and non-farm income
of households
To improve opportunities
for Non Farm household income growth
To facilitate
the growth and upgrading of rural micro enterprises, entrepreneurship
and SMEs
One
way of achieving these targets is via the Agropolitan
projects.
Social
Development Strategic Thrust 2
The Strategic
Thrust 2 is aimed at promoting BCIC
in the ECER. This thrust includes :-
To enhance Bumiputera
entrepreneurship & SMEs
To enhance the level
of participation of Bumiputera properties, including Malay
reserve land
To increase the
level of participation of Bumiputera workers in the higher
skill, professional and management categories
To enhance Bumiputera participation along the products value
chain.
